The Manufacturing, Agribusiness & Services (MAS) Industry Group in Europe (MAS Europe) plays a key role in in supporting these strategic priorities of International Finance Corporation (IFC) – a member of the World Bank Group. IFC is the largest global development finance institution focused on the private sector in emerging markets. We work in more than 100 countries, using our capital, expertise, and influence to create markets and opportunities in developing countries. MAS Europe cover investments in different manufacturing, agribusiness and services (including health, education, tourism, retail and property) sectors in the emerging European countries, which can account for as much as 80% of overall economic activity in these countries and play a critical role in providing goods and services to consumers, addressing core needs, creating jobs, contributing to government revenue and stimulating economic growth. MAS Europe is seeking to recruit an Investment Officer, in Vienna, who will focus on oversight of its US$4.1 billion portfolio of long-term investments (including mobilized funds from other institutions), about 80% of which are climate finance. The asset book grew by over 70% in the last fiscal year and is expected to continue a fast-growth track over the next two years. In addition to supporting the management team of the department in oversight of the portfolio (expected 50% time commitment), the position calls for executing new investment transactions in the Manufacturing, Agribusiness, Tourism/Retail/Property and Health/Education sectors in Europe, as well as managing relationships with selected key MAS clients. The candidate should have a proven track record of deal execution (new investments and/or modifications, restructurings etc.) in multidisciplinary teams and professionals (i.e. industry specialists, investment officers and analysts, lawyers, insurance, corporate governance and environmental and social specialists), who have expertise in the regions and/or MAS sectors. Experience with various sponsors/investors/clients, as well as varying investment products (senior secured loans, mezzanine, straight equity etc.) and leading portfolio oversight/restructuring will be important. The work program is varied and may be somewhat complex requiring evaluation, original thinking, and strong written communication skills commensurate for quality control and delivery of various high quality written outputs appropriate for senior management audience. Duties and Accountabilities: • Approval & Portfolio Actions: Provide support and quality control in line with best practices regarding approval of credit rating systems, project supervision reports and portfolio action workflows (waivers, consents, equity and bond sales, and other portfolio actions) for the designated / delegated accounts. • Client Management / Restructurings / Modifications: Manage selected client relationships and lead designated rescheduling / restructuring or modification exercises to ensure optimal credit quality of the portfolio and minimize NPLs and loss reserves. • New Deal Execution: Transactions Lead/IO role in selected transactions, which include providing credit and investment guidance to teams, leading negotiations as well as ownership and quality control of project cycle documents & deliverables. • Repeat Business Origination: Develop repeat business opportunities with existing clients. • Lead negotiation/documentation teams; use strong negotiation skills to develop solutions and overcome impasses in complex transactions. • Coordinate closely with social, environmental, and technical assistance colleagues to add value to our clients' businesses, find pragmatic solutions to the specific sector challenges, and achieve sustainable development impact. • Lead Portfolio Review and Management Presentations including sector / country trends, movement of risk ratings, NPL and loss reserve trends, profitability & impact assessment, watchlists, environmental & social performance, stress testing related to external events etc. • Compliance & Scorecard performance: Support the MAS Europe Investment Manager to ensure full compliance with the portfolio scorecard metrics including engagement with specialists to address compliance areas on ES&G, insurance, governance as well as addressing operational risk events. • Staff Development: Mentor, coach, and provide on-the-job learning opportunities for junior staff. • Knowledge Management: Collaborate with the MAS Europe team and global MAS units to help in dissemination of best practices and lessons learned in portfolio and client engagement. • Provide oversight on management of the equity portfolio including quarterly valuations, equity ratings, equity sales plan, quality control of ESAMs and nominee directorships.
Selection Criteria
• MBA or equivalent qualification • At least 8 years of experience in finance and investments with a proven track-record of sourcing, structuring and closing investments, and/or leading portfolio oversight/restructuring in MAS or infrastructure sectors • Strong financial and credit skills; demonstrated ability to structure a variety of complex financial instruments (debt and equity) • Sound business judgment in identifying and assessing business partners • Strong client relationship skills, track record and ability to focus on clients’ needs effectively • Ability to interact directly and independently with the senior management of potential clients, of financial and technical partners as well as senior government officials • Excellent verbal and written communication skills in English; Russian or Ukrainian skills are preferred • Strong inter-personal skills, ability to interact effectively with colleagues and counterparts from various cultural backgrounds • Ability to mentor junior investment staff • Highly motivated, committed to highest ethical standards • Genuine commitment to sustainable development • Willingness to travel extensively.
