Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public, patients and the environment. It also assists Member States in the implementation of these standards and provides related services.
The Regulatory Infrastructure and Transport Safety Section (RIT) is responsible for providing Member States with safety standards, guidance and tools to foster regulatory infrastructure for radiation safety, for the safe transport of radioactive material and for managing information to identify the needs of Member States with a view to improving radiation, transport and waste safety.
The Control of Radiation Sources Unit is responsible for the development of standards for regulatory infrastructure for radiation safety, and for providing for the application of these standards in Member States. It organizes Integrated Regulatory Review Service (IRRS) and Advisory Missions related to regulatory infrastructure in the various fields of radiation safety. It is also responsible for the Code of Conduct on the Safety and Security of Radioactive Sources and the associated import/export guidance.

Main Purpose

The Regulatory Authority Information System (RAIS+) is a software application developed by the IAEA to support Member States in managing their regulatory control programmes in accordance with IAEA Safety Standards, as well as the IAEA Code of Conduct on the Safety and Security of Radioactive Sources and its supplementary Guidance on the Import and Export of Radioactive Sources and Guidance on the Management of Disused Radioactive Sources. The consultant will act as technical expert in the implementation of RAIS+ in Member States. This includes the installation and configuration of an instance of RAIS+; customizing it to align with the member State's regulatory processes; migrating the data from existing versions of RAIS or other similar systems into RAIS+; and providing training on RAIS+. The consultant will also act as technical expert in the development of training materials, user manuals, and the delivery of training. As required, the consultant will provide expert guidance on reported user issues and determine if these issues are training or software related for ongoing software maintenance, training materials, and user manuals.

Functions / Key Results Expected

  • Act as technical expert Member States with Installation of an Instance RAIS+;
  • Provide technical expertise and advice to the Member State Regulatory Body to successfully install an instance of RAIS+. This will include a production instance and, if required, a training instance of RAIS+;
  • Customize RAIS+ in Accordance with Identified Regulatory Processes;
  • In coordination with Agency Technical Officers, analyse the customization requirements based on the regulatory processes of the Member State Regulatory Body;

Perform Data Migration\:

  • Develop a comprehensive strategy for migrating data from existing version of RAIS or other similar system to RAIS+Execute the data migration process, ensuring accurate and complete transfer of data while maintaining data integrity;
  • TraininAct as technical expert in the development and delivery of training on the effective use of RAIS+Advice and Consultation;
  • Provide expert advice to the Agency Technical Officers and to Member State Regulatory Body in potential further customization of RAIS+ based on identified needs;
  • Offer consultation on the effective utilization of the customization features of RAIS+ ensuring optimal alignment with regulatory processes.

Qualifications and Experience

  • University degree in Computer Engineering.
  • Minimum of 10 years of Information Technology experience.
  • Demonstrated experience in the installation, configuration and data migration for RAIS+

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
