Organizational Setting
The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.
The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including\: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support. The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts, approaches and policy; the development and provision of safeguards training; planning and the development of resource mobilization priorities; the coordination of research and development activities and Member State Support Programmes; and the implementation of the quality management system of the Department.
Main Purpose
Reporting to the Section Head, the Team Leader (SG-Support Programmes) manages and leads a team responsible for coordinating the Development and Implementation Support (D&IS) Programme for Nuclear Verification in terms of planning, supervision and implementation of activities. This involves\: (1) ensuring that the programme optimizes Member State Support Programme (MSSP) resources for maximum overall benefit for the Department and is in full alignment with the Department's resource mobilization priorities; and (2) managing effectively and efficiently the interface between MSSPs and the Department of Safeguards.
Role
The Team Leader (SG-Support Programmes) is\: (1) a manager of the human and financial resources assigned to the team, tasked with ensuring that the D&IS programme optimizes the use of MSSP and departmental resources to best align with the departmental resource mobilization priorities; and (2) an adviser to the IAEA and MSSPs on technical and budgetary issues associated with the D&IS programme; (3) a liaison between MSSPs and departmental staff providing advice and guidance on the D&IS programme; and (4) a relationship manager for the IAEA’s partnerships with MSSPs.
Partnership
The incumbent is the primary point of contact for representatives of MSSPs, departmental management, D&IS programme plan managers, as well as task officers, providing advice and guidance regarding the D&IS programme. He/she also works closely with the Division of Budget and Finance, the Division of Human Resources, the Office of Legal Affairs and other IAEA partnership focal points regarding MSSPs, partnership, and extrabudgetary funding matters for the Department of Safeguards.
Functions / Key Results Expected
Manage and lead the work of the Support Programme Coordination Team, demonstrating transparent and effective management of resources to Member States.
Plan and arrange numerous annual MSSP review meetings and a biennial event for all MSSPs.
Coordinate and provide guidance to the Department on the content and direction of the D&IS programme and provide information on the capabilities of MSSPs.
Oversee for each biennium the preparation of a programme plan and report on programme achievements (outputs and outcomes).
Review new tasks proposed by the Department for MSSPs with regard to the rationale, priority for competing resources, and availability of the relevant MSSP capabilities.
Manage the departmental process for the recruitment of Cost-Free Experts (CFEs) and Junior Professional Officers (JPOs) supported through MSSPs.
Monitor progress of D&IS tasks and assist in the resolution of issues.
Act as the focal point for internal coordination of MSSP-related issues for the Department of Safeguards and the IAEA.
Plan and manage the programmatic direction and the development of the team and ensure that an appropriate balance of skills and resources is maintained through training, mentoring and recruitment.

Qualifications, Experience and Language skills
Bachelor’s degree in business administration, international relations, nuclear science or engineering, public administration, or other related field, plus two years of additional relevant experience may be accepted in lieu of an advanced degree is required.
Minimum of seven years of experience in technical programme and project management, as well as experience in event planning.
Proven experience in the management, development, and mentoring of staff.
Experience in resource mobilization at a national or international level (e.g. with governments and/or international organizations).
Experience in communicating programme priorities and implementation requirements to external and internal audiences.

Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84672 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31498*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
